Confirm Private Fund Settlement

Submitted from the in-row "Manual Backfill" form of Private Fund / fund clearing; fields such as subscription/redemption amount, external charges, and internal fees must be sent as the string "0" when empty. The list also reuses "Operate Channel Order" (funds_channelorder_op.json; see the Public Fund / fund clearing directory).
