Rerun Bill Reconciliation Task

The top "Re-run" button on the "Summary" sub-tab (templateId=pg_portfolio_reconciliation_batches) of the Deposit Reconciliation page. The "Details" sub-tab (pg_portfolio_reconciliation_details) and the inline detail dialog are read-only displays with no action endpoint.
