Advance Day Cutoff

The "Advance Day Cutoff" button on the Day-End Tasks page, which ends the current ledger day's trading window early. It affects the market-wide trading cutoff time and is extremely high-risk. It creates an approval ticket (ticket_id from the get_advance_day_cutoff query).
