Parse Private Fund NAV File

In the Private Fund / NAV table "Batch Import" dialog, the file is uploaded and previewed first, then formally submitted via "Import Private NAV". Note this is a different endpoint from /admin/funds/parse-fund-nav used by the public fund NAV table.
